Thomas Jackson was the assistant director of Gotham City's bureau of copyrights.
After his plan to pressure director G. Carl Francis into cooperating failed, [[Joker] set his sights on Thomas Jackson. The police and Batman stepped in to help him. As part of the protection, Batman dressed up as Jackson, while Jackson wore a Batsuit. But Joker's plan succeeded; he used Jackson's own cat. The critter delivered a fish full of Joker venom to his owner. Jackson was infected and Batman administered the antidote almost immediately, saving the man's life.
