Billy, the Seal Boy was the stage name chosed by a kid who used to be a circus performer.
History
Billy had flippers for arms and legs, and performed in a show much like a seal with a ball. He quit the circus life and lived with several other former performers on a quiet farm. Certain day, he saw a man falling off the nearby waterfall and he rescued the man and took him to the farm. It turned out that Billy saved Killer Croc and they welcomed him as another tormented "freak" and even stood up to Batman when he followed Croc, meaning to apprehend him.
Only when it was shown that Croc attempted to brutalize Batman and Croc had been caught with the cash savings of the farm's tenants did Billy and the others realized about Croc's true intentions.
